Picking up on the three 'quangos' that would be left, I would echo the ideas encapsulated in 'The Plan', whereby those three would have to present a budget to a House of Commons Select Committee and justify how they intended spending taxpayers money, and stick to it - and if they can't, then - no money. In other words - annulised budgets for each department and agency.
