Zero immigration seems to me to be a ridiculous idea.Cap the number of immigrants allowed per year.Then divide by 52.Then each week auction off those places.
Whilst comment moderation is not used I still reserve the right to delete those containing swearing or any that could be considered libelous/offensive etc.
