Conundrum

So a young lad who is two months shy of his eighteenth birthday, accompanied by his father, is refused the right to purchase a bicycle tyre repair kit as the law states there is a responsibility to protect vulnerable people.

If there is such a law, how come politicians were 'turned loose' on the electorate for 4 weeks and said electorate were then issued with a ballot paper?
