Hole In The Budget?

Admittedly extremely slow in understanding matters financial, but would someone please tell me how one can draw up a budget incorporating 'blanks'?

Is this what is meant by 'creative' budgeting?

Easy. They are separate years and some are not repeated. Probably because they are one offs and not expected to be repeated.

For example in real life and not corrupt government you may have an entry for your 100 year anniversary where you have a big party and give out goodies. Next year you dont have an entry for that so it is blank.

With this lot is is likely to be their election bribes.

Maybe somebody decided there was no real need for forward planning?
