Which Is Which?

Policy Home Dashboard has the following headline at 15:26 - "Balls: Tories are policy-free, not up to it and inexperienced."

One has to ask whether it is intended to convey that our Sec of State for Children, Schools & Families thinks Tories are policy-free etc or whether the entire 'summary' is a response from the Chancellor to opposition criticism of his budget.
