European Union A Democracy?

The BBC reports that the European Union is moving towards stricter controls on pesticides. It states in the report that 'The full parliament is expected to vote on the package in January, then it goes to EU leaders for final approval.'

Silly me - there I was thinking that in a democracy the members of a parliament decided the laws.

Seems more like the process by which a dictatorship works?
