I would not hold your breath, Anna - the matter is not subject to an EU Directive or Regulation!
It is also worth noting that the 'problem' Gordon Brown has is one common with all socialists - the need to 'dictate' what, supposedly, free people can do, reliance on repetition of statistics to prove their point, repetition of phrases, etc, etc, etc.
