It would appear the other 'Bane of Britain' is at the heart of this little plan - Harriet Harman (her cohort being the Poisoned Dwarf, our Communities Secretary).
The article opines that "The white paper states that the aim of the proposal is to ensure a 'fairer and more equal society'." And "Deputy Labour leader Harriet Harman is said to have convinced Cabinet colleagues of the need to enshrine the class war in law. She will drive home the message in a speech this weekend framing her 'new social order'."
Maybe the white paper actually means 'the aim of the proposal is to ensure the implementation of an insurance scheme that will guarantee the re-election of the Labour government by creating yet more people dependent on government's largesse'.
