Quite honestly, who knows and who cares?
According to reports, talking to our Dear Leader is akin to talking to a brick wall!
And when it is necessary to bring down a brick wall it is customary to use one of those 'ballsy things'; so the brick wall may well demolish itself when one of those 'ballsy things' is appointed to the post of Chancellor of the Exchequer!
