Defra Drumming Up Ways To Spend Taxpayer's Money

FFS - is this story for real? Other than the connection that drums are usually covered in animal hide and vets deal with animals, the mind boggles.

I would like to know (a) who first dreamed up this idea, (b) who arranged it and (c) who approved it.

If they can be assembled in one room I will attend - free of charge as the country is broke - with my AK47 and give them a lecture involving a few bullet points - pour encourager les autres!
