MEPs To Vote To Re-open Lisbon Treaty?

According to EU Observer: "With a UK general election scheduled for 6 May, the country's Conservatives have pledged to hold a referendum on any future EU treaty changes." 

And we all know what a Tory/Cameron pledge/cast-iron guarantee is worth!
