Denis MacShane, Labour MP for Rotherham, is very fond of stating, as he has done on numerous occasions, that only 9 percent of laws affecting this country emanate from Brussels, no doubt repeating the Labour line lie as espoused by Caroline Flint in the House of Commons.
"A House of Commons Library analysis of the effects of EU legislation on British law between 1998 and 2005 gave a figure of 9.1 per cent."
It would appear that the Northern Ireland Local Government Association would beg to differ - and if it is true of Northern Ireland then it is true for England and Wales too.
"Over 70% of new UK law affecting local councils originates from Brussels. New issues on the horizon include: continuing measures to combat recession, new rules to guide shared services, safeguarding social services, new rules for structural funds, climate change."
