Tories To Increase Prison Population?

So says this report in the Guardian.

Why limit it to 100,000? Let us have a tad 'zero tolerance' and increase it to 2/3/4 thou.

Afterthought: Whatever figure proves the optimum, let us add another 600 to cater for some of the 'politcal elite'?
