At the height of the expenses/allowances scandal, David Cameron was bitterly complaining that the MPs' Communication Allowance was wrong and stated during one PMQs that:
“The Communications Allowance is a gigantic waste of money – we should scrap it now,”
If David Cameron felt so strongly about this issue then surely the claims on expenses for 'upgrading' his website - payable to Reaper Enterprises Ltd - would not have been made?
There must be a principle involved here............?
Ah yes, of course - its within the rules!

Whilst you could pay for website maintenance out of the IEP before the comms allowance was introduced, when it was introduced this was banned, so he had no choice.
The issue is that comms is a lot more money.
Sorry the issue is: if a Comms Allowance is a waste of public money then it would not be claimed period!
