According to Douglas Carswell a document has only just appeared, of which even the European Scrutiny Committee was unaware, until today.
Carswell does not actually link to the document in question (STRENGTHENING ECONOMIC GOVERNANCE IN THE EUREPORT OF THE TASK FORCE TO THE EUROPEAN COUNCIL), however I have tracked it down and it can be viewed here. Where he says:
"Despite what we were told in June, UK budgets will now become EU business. They might not be able to impose sanctions on us if they disapprove – yet. But they are involved."
This will be due to Protocol 15, which can also be viewed here - page 84.
Carswell's other point:
"According to the document, “The Task Force recommends a deeper macro-economic surveillance with the introduction of a new mechanism underpinned by a new legal framework .... applying to all EU Member States"
is point 34 of the paper linked to above.

Fantastic spot WfW. I saw Carswell's post earlier, but it's great that you could track the relevant legislation down (even though it all makes me more angry than before).
I notice as Cash stands up to ask an (obviously) EU related question the house empties. The rest of them all love our membership don't they?
Ta, TBF.
Yes and everyone of them should be put up against a bloody wall and shot!
Attendance at all debates should be compulsory - what do they have staff for otherwise and even if it meant 'homework' in the evenings, so bloody what?
And no cries from them about long hours - who forced them to take the job in the first place?
I don't suffer from HBP but reading your links makes it certainly rise.
Auch WfW, sometimes I despair. Is all our protesting worth it?
SR, Of course our protesting is worth the effort - eventually we win!
Re HBP - I do have this knack!
