BBC - 'Out Of Date'?

I was struck by this article on the BBC website and, more importantly, the picture used of Barbara Folllett.

When compared with the photograph from that on her own website, which surely must be more 'recent'?

And the 'objective' of using a photograph which must be 'years old' is....................?
