The FT is reporting (no link) that Gordon Brown is to co-chair a high level UN panel whose job it will be to raise $100billion annually, this being the sum promised to the developing world in their bid to cope with the impact of global warming.
Gordon Brown is quoted in the article saying that taxpayers could not be expected to fund the entire bill, but that one of the options being considered would be the auctioning of national emission allowances.
So besides the 'carbon trading scam' we will now have an 'auctioning of national emission allowance trading' scam.
